BOE Detail report should not generate when there are direct estimates not assigned to a formula.

Reports: BOE Detail report generates when there are direct estimates not assigned to a formula. The estimate not assigned to a calculation is excluded from the BOE. Recommend the BOEs not generating if there is this kind of error.
