Improve Filter Settings

Filtering is different (you can't easily select what you want to filter on, you have to choose "equal to, greater than…etc"). Filtering should work as it did in the excel tool.

Rate Band Table setting in Pricing section of Proposal Properties

Create a setting that won't allow a user to change the Rate Band Table in the Pricing section of Proposal Properties. Option wanted for the pricer to not be able to change the Rate Band Table assigned to a Direct Rate Table.
