Option to unlock the proposal during the sync

Not every estimator should have access to every BOE in the library.

Remove the temperature when the BOE is finalized.

Currently, after a mapping is created, it cannot be removed. Add the ability to delete mappings from the list.

We need a way to verify the Prepare for Government file was created using the correct version number--currently this information is not included in the data packaged in the zip file.
