Define formulas: Have predefined variables that we use throughout the proposal (example: FTE FullTimeEquiv is standard hours per month) so that the autodetect formula feature would detect that it is a formula (example in BOE: 1 FTE*12mo)

There are several ways FTE could show up (Heads, EQM, MM)
