BOE Name and Resource Templates Proposal property level vs system level

Proposal Templates: We can set some global parameters in BOE Pro one is what is contained in the Resource ID field. Currently, we have it set to [Resource Name][Cost Center]. It would be valuable for this to be adjusted to set at the proposal level as this setting drives the Resource ID field in CE. Some proposals might want to include other resource fields or only use a single selection. This would also be an option in a proposal as well if it wasn't created from a template in BOE Pro.
