Feature Request: Bulk BOE Section Requirement Toggle

Summary:
Introduce a control in Proposal Properties that allows users to set all BOE sections to “required” (or clear the requirement) in a single action, instead of configuring each section individually. This will streamline proposal setup and ensure consistent enforcement of required sections.

Problem Statement:
Today, users must mark each BOE section as required one at a time. For proposals with many sections, this is repetitive, time-consuming, and prone to missed sections or inconsistent configuration. When different users configure proposals, this manual process can lead to variability in which sections are enforced, reducing standardization and increasing the risk of incomplete or non-compliant BOE submissions.

Proposed Solution:
Add a bulk “Make all sections required” control in the Proposal Properties area (for example, a button or toggle).
When activated, the control should set every BOE section in the proposal to “required.”
Optionally, provide a complementary control to “Clear required on all sections,” returning them to their default state.
Ensure the bulk action respects user permissions and any system-level rules around mandatory sections.
Provide clear visual confirmation (e.g., status indicator or toast message) that all sections have been updated, and reflect the new requirement state immediately in the BOE sections list.
