Feature Request: Prevent Printing BOEs with Errors

Summary:
Prevent users from printing a BOE when it contains errors, including unassigned estimates or other invalid resource conditions. This ensures that printed BOE reports are complete, accurate, and do not omit errored resources without warning.

Problem Statement:
Currently, a BOE with errors can still be printed. When this happens, the errored resources do not appear on the printed BOE, which can result in incomplete or misleading reports. This creates confusion for users and increases the risk of relying on inaccurate documentation for review, planning, or decision-making.

Proposed Solution:
Add validation to the BOE report printing process so that BOEs with errors cannot be printed. If a BOE contains unassigned estimates or other report-impacting errors, the system should block the print action and display a clear message explaining why printing is unavailable. The message should identify that errors must be resolved before the BOE can be printed, helping users quickly understand and correct the issue.
