Permissions Expansion

Add the ability to control what functionality is available and visible to the estimators within the BOE View. For example, I could turn off the ERs, ER results, and CER tabs within the BOE View.

Proposal View rights (look at backlog)

Example: As an Estimator, I can submit a proposal to CE. Is that an error?
