Add Resource Code Mapping to Proposal Templates

Description

Add the Resource Code Mapping Tab (and ability to Map the codes to resources) to Proposal Templates.

Use Case

I have the same mapping for all of my resources, and they only change once a year; I need to be able to create all my proposals with all of that setup already.
