FEE and POP by PBS

Description: Enable assigning FEE override and Period of Performance (POP) at the PBS level. This can be just the FEE or just the POP or both. Tasks under the PBS automatically inherit the FEE% and/or are restricted to the PBS's POP.

Use Case: A user managing a CLIN may want to set a FEE and/or POP for the entire CLIN. Instead of manually updating each task, this feature allows assigning the FEE and/or POP at the PBS (CLIN) level, with all tasks automatically inheriting these settings.
