Proposal Owner/Manager Notification Settings

Description: Add the ability for proposal Owners/Managers to be notified when key events happen within their proposal. For example, when an attachment is added to a BOE, notify the owner of the proposal in the proposal activity freed. The Proposal Owner should be able to set which events they want to trigger a notification.
