Feature Request: Proposal Event Notifications for Owners/Managers

Summary:
Enable proposal owners and managers to configure and receive notifications when key events occur on their proposals. This includes updates such as new attachments, status changes, and other critical activities so that responsible users can stay informed and respond promptly without constantly monitoring the proposal activity feed.

Problem Statement:
Currently, proposal owners and managers must manually review the proposal activity feed or related views to determine whether important changes have occurred. This is inefficient and increases the risk that critical updates (e.g., new attachments, changes to key fields, or workflow transitions) will be missed or noticed too late. The lack of targeted, configurable notifications reduces visibility into proposal progress and can delay responses, approvals, or required follow-up actions.

Proposed Solution:
Introduce configurable event-based notifications for proposals that allow each proposal owner/manager to specify which events should trigger alerts.
Supported events could include (but are not limited to):

• A new attachment is added or an existing attachment is updated.

• Key proposal fields (e.g., status, due dates, assigned owner/manager) are changed.

• Comments or notes are added to the proposal.

• Proposal moves to a new workflow state or milestone.

Notifications should:

• Be configurable per user and/or per proposal, so owners can tailor which events they care about.

• Be delivered through one or more channels (e.g., in-app notifications, email, or both) according to user preferences.

• Clearly reference the proposal and the exact event that occurred, with a link back to the proposal and relevant activity details in the activity feed.

• Respect existing permissions and visibility rules so that users only receive notifications for proposals they are allowed to access.
