Auto Numbering for PBS and Task.

Description: Need the ability to auto number for a specific PBS level and have the Tasks under that PBS level auto number. Dragging a PBS to a different location/order will update the numbers and the task numbers under it. Counting from top to bottom.

Use Case/Example: The User adds a PBS that is the BOE Total Level. The BOE will need to be given a number based on the order in which it was added to the proposal. Based on the order added, all child tasks of that PBS will have the BOE number with a .X following. If the Task or PBE was added out of order, the user should be able to drag the PBS/Task to the correct position, and all numbers should update automatically. Counting from top to bottom.
