Notifications for people removed from the workflow

Description: If a user is removed from access to a proposal, remove them from the workflow. Email the proposal owners PBS Owners (When Multilevel RAM) that the user was removed. Include the PBS's the user was removed from and the workflow steps they are no longer in. Do not remove them from submitted/completed proposals, just in work proposals.

Use Case/Example: The Estimator, John, left the company, and his access to BOE Pro was removed. The proposal and PBS owners need to know about this to assign a new estimator for those BOEs. (Retain history on submitted/completed proposals.)
