List Section Value Ordering

Feature Request: Custom Ordering for List Section Values

Summary:
Allow users to control the display order of values within list sections by defaulting to order of entry and providing an intuitive way to reorder values manually, rather than enforcing alphabetical sorting only.

Problem Statement:
Currently, list section values are always sorted alphabetically. This makes it difficult for users to prioritize commonly used or important values because they cannot be moved to the top of the list. As a result, users must frequently scroll through long alphabetical lists to find the values they use most often, which slows down data entry and increases frustration, especially in workflows with many list values.

Proposed Solution:
Enable list sections to sort values by order of entry instead of strictly alphabetically.
Provide a simple UI to manually reorder list values (e.g., drag-and-drop or move up/down controls) so users can place the most important or frequently used values at the top.
Persist the custom ordering so it is consistently applied wherever the list is used.
Optionally allow administrators to toggle between alphabetical sorting and custom ordering on a per-list basis, depending on their use case.

Benefits:
Reduces time spent scrolling and searching for frequently used values.
Improves usability by aligning list ordering with user priorities instead of fixed alphabetical rules.
Supports more efficient data entry, especially in large or complex lists.
Enhances user satisfaction by giving teams control over how their lists are organized.
