Include Access Tags from the user when creating from a proposal template

Description: Include Access Tags from the user when creating from a proposal template.

Use Case/Example: Right now, the users Access Tags are not added to the proposal when creating from a template. Only the template access tags are added to the proposal. The user access tags should be added when creating a proposal from a template. The resulting proposal will have both the users access tags and the Template access tags.
