Add the ability to pre-pull actuals

Description: The proposal owner needs the ability to pre-pull the entire list of articles from a project and store them locally to the proposal in BOE Pro. Then when the estimator queries for data, they only receive results from those preloaded values. The estimator needs to be able to preview the full list of available Actuals in the BOE.

Use Case/Example: An estimator may not know what data applies to a project. Allowing the proposal owners to provide a preloaded list of applicable actuals would allow the estimator to quickly select the correct actuals
