Expand Allow Estimate Level to RAM Group

Description: Allow the Estimate level setting for the RAM group. The ability to force people within a RAM group to either enter the BOE at the Task or PBS level.

Use Case/Example: The Engineering users must enter the BOE at the Task level, while the material estimators must enter their BOEs at the PBS level.
