Make BOEs visible to all

Description: Users can only see all BOEs on a proposal if assigned in the RAM or by a RAM Admin. Create an option for proposals to make all the BOEs visible to all users as read-only. Provide a default setting in the system settings.

Use Case/Example: As an author, I need to be able to look up past BOEs to see what work we have done on a project before. I need to be able to review all the BOEs in the system, not to use to create a BOE, but just for reference.
