Global fields and CERs in BOE Pro

Description: Need a way to make Global Resource Fields required in BOE Pro but not required in Contractor Edition (CE). Alternatively, there are certain fields that need not be editable by the user, but they need to maintain their default values when sent to CE.

Use Case/Example: I have global fields that estimators must fill out. However, some CERs do not use those fields in CE and assign a CER table without making all the Global fields available to the user.
