Folders: add metadata to fields, create new or copy on main page, access tags/permissions. Merged

Description: Give the ability to add metadata to the folders in the Proposals menu, including the Access Tags field or other access control permissions, to add descriptions and other information about the folder.

It would also be nice to be able to see and add/copy/manipulate the folder structure in the Proposals menu.

Use Case/Example: Often our users are creating their 3-5 level folder structures before they even start their proposal in CE. This would allow them to go into the main structure, copy/add a group of new folders, then add details like a description, and finally, lock down the permissions/visibility of these folders.
