Adding labor categories to section apart from hour calculations/formulas

Description: Double-clicking a formula in the Section view opens the Add Estimate window, where the estimator can add resources, worth leaving the BOE Section.

Use Case/Example: Having to go to a different screen to enter estimates creates extra clicks. I should only need to use the Directs tab if I need to modify a spread or add multiple resources to an estimate.
