View all proposals permissions

Description: Add a user permission like ProPricer for All /Limited proposal view, and one for Admin roles that allow support teams to assist users without the need to be added to the proposal.

Use Case/Example: We have multiple business units using BOE Pro and in the last release i can only view proposals i created or am the owner of. To support users that have questions or can not see their access tags i have to request they add my user to the proposal configuration so i can see the proposal to assist them.
