User alerts and monitoring

Description: Add the ability to see when users are logged into BOE Pro. Also a popup or alert to let users know that a planned outage will be happening.

Use Case/Example: When a planned upgrade is going to take place have a popup that users have to click maybe a week before the outage. Also be able to see active users in BOE Pro to ensure they are logged off before the system outage.
