Cascade Delete BOE and Resources

Description: When a BOE is deleted, all the elements (resource, travel, etc.) assigned to that BOE will be deleted from the proposal automatically.

Use Case/Example: Automatically remove all the elements assigned to a deleted BOE to save the user effort.
