Feature Request: Archive and Restore Global BOE Pro Configuration Data

Summary:
Provide administrators with a robust archive and restore mechanism for BOE Pro global configuration data. The feature will enable selective export and import of configuration types and individual items, supporting efficient replication and migration of system setups across BOE Pro server instances.

Problem Statement:
When standing up new BOE Pro environments or migrating between servers, administrators must currently recreate global configurations manually. This includes ESI configurations, access tags, user roles, proposal templates, and resource codes. Rebuilding these assets one by one is time-consuming, error-prone, and inconsistent, especially when hundreds of configurations are involved. There is no streamlined way to selectively move or replicate configurations between environments while managing conflicts safely.

Proposed Solution:
Introduce an administrative data migration module focused on global configuration data for BOE Pro.
Allow admins to:

• Select data types to export (e.g., ESI configurations, access tags, user roles, proposal templates, resource codes) and optionally drill down to specific items.

• Export selected configuration data from a source server into an archive package suitable for transfer.

• Import archived data into a target server with configurable conflict resolution options (e.g., merge, overwrite, skip) at the item level.

• Perform batch operations to move entire BOE sections or libraries in a single operation, as well as selectively import only a subset of resource codes or configurations needed for a specific project setup.
  Provide clear reporting/logging of import actions and conflicts so administrators can review what was created, updated, skipped, or failed.
