Streamlining User Access Assignment in Proposals Merged

Description:
Automate access, if they are assigned in the Workflow, Admins or RAM they will automatically have access to the proposal. And if there is one RAM group it automatically puts people into the RAM group. The are multiple places to put the same users between Admin, Access tab, Workflow, RAM. looking to reduce redundancy of putting names into a proposal
