Feature Request: Work Schedule Table in BOE Template Properties

Summary:
Enable users to define and manage a Work Schedule table directly within BOE template properties so that rate modifiers configured in BOE can be seamlessly translated and preserved when pushed into CE, without requiring manual setup in CE.

Problem Statement:
Today, when using Rate Modifiers, a Work Schedule table is required—but it can only be added and managed in CE. This forces users to leave the BOE template workflow and manually configure Work Schedules in CE, creating a disjointed process. As a result, rate modifier configurations in BOE do not carry over smoothly, increasing the risk of inconsistent data, additional rework, and errors in downstream cost and schedule calculations.

Proposed Solution:
Allow BOE templates to include a selectable Work Schedule table within their properties.
Ensure that when a BOE using a configured Work Schedule is transferred to CE, the associated Work Schedule and rate modifiers for resources are updated in CE to match.
Benefits:
Improves data consistency between BOE and CE by ensuring Work Schedules and rate modifiers are kept in sync.
Reduces user effort and likelihood of configuration errors or mismatches impacting cost and schedule results.
Streamlines the end-to-end workflow, allowing users to manage key schedule-related setup in one place (the BOE template) while still integrating cleanly with CE.
