Feature Request: Configurable Proposal Submit Location

Summary:
Allow users to predefine a default submit location on the Integration tab of proposal properties and templates so that proposals are automatically submitted to the selected folder each time, reducing manual steps and errors.

Problem Statement:
Currently, users must manually select the target folder every time they submit a proposal. This repeated manual selection creates unnecessary extra clicks, slows down the submission process, and increases the risk of submitting to the wrong location due to human error. This is especially problematic for teams that submit high volumes of proposals using consistent destinations.

Proposed Solution:
Add a configurable “Default submit location” setting on the Integration tab of proposal properties and templates.
When configured, the system should automatically use this location whenever the proposal is submitted, without requiring the user to reselect a folder.
Allow administrators or template owners to define and update the default submit location so that all new proposals based on that template inherit the setting.
Provide an option for users (with appropriate permissions) to override the default location at submission time when needed.
Validate that the configured location remains available; if not, notify the user and prompt them to select a new valid location before submission proceeds.
