Estimate List should show resources with 0 hours/cost

Feature Request: Show zero-hour resources in Estimate List

Summary:
Display all resources associated with a proposal in the Estimate List, including those with zero hours or cost, so users can quickly identify and manage resources that have not yet been estimated.

Problem Statement:
Currently, the Estimate List only shows resources that have hours or costs either spread or discretely input. As a result, resources that are added to the proposal but have not yet been estimated do not appear in the Estimate List. This forces users to open the estimates view and manually review each PBS element to find missing or un-estimated resources, which is time-consuming, error-prone, and makes it easy to overlook gaps in estimates.

Proposed Solution:
Include all proposal resources in the Estimate List, regardless of whether they currently have hours or cost assigned.
Indicate resources with zero hours/cost using a clear visual cue (e.g., zero values, special icon, or styling) so they are easily distinguishable from fully estimated resources.
Allow users to filter and/or sort by “zero hours/cost” to quickly find and update un-estimated resources.
Ensure that adding, removing, or updating resources stays consistent between the estimates view and the Estimate List so that both views remain in sync.

Reduces manual effort by eliminating the need to inspect each PBS element individually to find missing estimates.
Improves estimate completeness by making un-estimated resources clearly visible in the Estimate List.
