Feature Request: Notify BOE workflow participants from Cost Impact Confirmation

Summary:
Add an optional checkbox to the Variable BOE Cost Impact Confirmation popup labeled "Notify BOE workflow participants," which when selected will trigger an email notification to all RAM‑assigned users informing them that the cost-impact variable has been changed. The checkbox should be deselected by default to avoid unnecessary notifications.

Problem Statement:
When BOE cost-impact variables are updated, BOE workflow participants (especially RAM‑assigned users) are not automatically notified of the change. This forces users to rely on manual communication (emails, chats, or meetings) to keep participants informed. As a result, key stakeholders can miss important updates, continue working with outdated assumptions, or duplicate efforts, leading to delays, rework, and potential data inconsistencies.

Proposed Solution:
Introduce a checkbox on the BOE Cost Impact Confirmation popup labeled "Notify BOE workflow participants," deselected by default.
When the checkbox is selected and the user confirms the cost-impact change:

• Trigger an email notification to all RAM‑assigned users associated with the impacted BOE workflow.

• Include in the email: the changed variable(s), previous and new values (where applicable), who made the change, timestamp, and a link back to the relevant BOE record/workflow step.

• Ensure that notifications are only sent when the cost-impact change is successfully saved.

• Respect existing user/email preferences where applicable (e.g., do not send to users who have disabled such notifications, if that setting exists).
