Feature Request: Option to not lock the BOE Proposal on Submit to CE
Summary:
Provide a configurable option to prevent automatic locking of BOE proposals when they are submitted to the CE workflow step, allowing continued edits where appropriate.
Problem Statement:
When BOE proposals are auto-locked on submit to CE, teams lose flexibility to make last-minute corrections or clarifications without complex rework or backtracking in the workflow.
Proposed Solution:
Add a setting at the workflow or proposal type level to control whether a proposal is locked on submit to CE. Allow administrators to define default behavior and, where permitted, let authorized users override the lock state for specific proposals with appropriate audit tracking.
Benefits:
Reduces friction during critical review cycles, avoids unnecessary reopens/re-submissions, and gives organizations more control over how tightly proposals are locked down at each step.
