Feature Request: Default Resource Filters for RAM Groups

Summary:
Introduce configurable default resource filters tied to RAM groups so estimators see only the resources relevant to their domain when selecting resources on a proposal. Users should be able to start from a pre-filtered list and optionally clear or adjust the filter as needed.

Problem Statement:
In large organizations, the rate table contains all resources across all domains. When estimators select resources on a proposal, they must scroll through the entire list to find the ones applicable to their scope. This is time-consuming and increases the risk of selecting incorrect resources, leading to pricing errors, rework, and inconsistent estimates across teams.

Proposed Solution:
Allow administrators to define default resource filters for each RAM group (e.g., by domain, discipline, department, or other relevant attributes).
When an estimator in a given RAM group opens the resource selector, the list is automatically filtered based on that group’s default filter criteria.
Provide a clear option in the UI to clear or modify the default filter, enabling users to expand the list if they need access to out-of-scope resources.
Persist the default filter behavior so that each time the estimator opens the resource selector, it starts from the pre-filtered view unless the user explicitly changes it for that session.
Ensure the filter configuration is easy to manage and audit, with clear labeling of which filters are applied to which RAM groups.
