Feature Request: Predefined Dropdown Values for Skill Mix Rationale

Summary:
Introduce a configurable dropdown in the skill mix table “Rationale” column that uses predefined values. These values should be centrally managed and definable at both the proposal and template levels, ensuring consistent rationale options across proposals while still allowing customization when needed.

Problem Statement:
Currently, users must manually type rationale values in the skill mix table’s “Rationale” column. This leads to inconsistent terminology, spelling variations, and redundant rationales across proposals. It also slows down data entry and makes it harder to standardize reporting or analysis based on rationale categories.

Proposed Solution:
Add a dropdown control to the skill mix table “Rationale” column that displays a list of predefined rationale values.
Allow administrators or authorized users to define and manage these values within proposal properties.
Support defining default lists of rationale values within template properties, so new proposals inherit a standard set that can be extended or overridden as needed.
Ensure users can only select from the predefined list (or optionally allow an “Other” entry if configured), to maintain consistency.
Apply the selected dropdown value directly to each skill line item in the skill mix table, with no additional steps required.
