Feature Request: Disable Manual Calculation Creation by Role and Proposal

Summary:
Provide administrators with the ability to disable manual calculation creation for specific user groups within a given proposal. Users in these restricted groups would only be able to create or update calculations via BOE text and the existing formula-generation process, ensuring controlled and consistent calculation logic.

Problem Statement:
Today, users in certain responsibility (RAM) groups can manually create calculations within a proposal even when this is not desired. This introduces the risk of inconsistent or incorrect calculation logic, bypasses the standardized BOE-driven process, and can lead to discrepancies across proposals. Teams that must strictly adhere to BOE-based calculations have no way to enforce this rule in the system.

Proposed Solution:
Allow administrators to configure, at the proposal level, which RAM groups (or user roles) are prohibited from manually creating calculations.
When a user in a restricted group accesses the calculations area, disable or hide the controls for manual calculation creation and editing.
Require these users to create or modify calculations exclusively by adding the appropriate BOE text and using the existing formula generation/creation process driven from the BOE section.
Provide clear messaging to restricted users explaining that manual calculation creation is disabled for their group in this proposal and that calculations must be generated from the BOE.
Ensure that users with appropriate permissions (e.g., admins or designated roles) can still manually create or adjust calculations when necessary.
