Adopt Proposal Decimal Precision associated with External System Integration (ESI) Queries

Description: Users have notices that the decimal precision associated with External System Integration Queries/Results cannot be adjusted for decimal precision. User have asked that all ESI queries adopt the same decimal precision as shown in the Edit Proposal Settings on the Estimates tabs for Resource Decimal Precision.
