Feature Request: Custom Proposal Status for BOE Pro

Summary:
Enable BOE Pro users to create and manage custom proposal statuses so they can align proposal tracking with their internal workflows, approval stages, and reporting needs.

Problem Statement:
Currently, proposal statuses in BOE Pro are limited and may not reflect the unique stages different teams use to manage proposals. This creates inconsistency in how work is tracked, forces teams to adapt their process to the system, and can reduce visibility into true proposal progress. Without customizable statuses, users may rely on workarounds, manual notes, or inconsistent naming conventions, which makes reporting and collaboration less efficient.

Proposed Solution:
Allow administrators or authorized users to define custom proposal statuses within BOE Pro.
Enable statuses to be added, renamed, reordered, activated, or retired based on team needs.
Ensure custom statuses can be applied consistently across proposals and appear in all relevant workflow views, filters, and reports.
Preserve existing proposal data when statuses are updated, and prevent accidental duplication or misconfiguration of status values.
