Feature Request: BOE Section Selection During Formula Creation

Summary:
Enable users to select a BOE section directly from the formula creation screen so that the new formula is automatically added to the bottom of the chosen BOE section.

Problem Statement:
Currently, when creating a formula, users do not have the ability to choose the BOE section during creation. This creates extra manual work to place or move the formula into the correct section afterward. The process is less efficient and increases the likelihood of formulas being added to the wrong location, especially when working with multiple BOE sections.

Proposed Solution:
Add a BOE section selection field to the formula creation screen.
Allow users to choose the target BOE section before saving the formula.
Automatically place the new formula at the bottom of the selected BOE section once it is created.
Ensure the section list only includes valid and available BOE sections for the current context.
Provide a sensible default behavior if no section is selected, such as using the current section or prompting the user to choose one.
