Feature Request: Scrollable locked BOE sections

Summary:
Enable users to scroll within BOE sections when the BOE is finalized or locked, so they can review long content without needing to unlock or pull back the workflow.

Problem Statement:
Currently, when a BOE section contains a large amount of text and the BOE is finalized or locked, users cannot scroll through the full content. This makes quick reviews difficult and forces users to pull the workflow back simply to read all of the information, creating unnecessary friction and slowing down the review process.

Proposed Solution:
Allow vertical scrolling within BOE sections when the BOE is in a finalized or locked state.
Ensure users can fully view long text content without being able to edit it.
Preserve the locked state so scrolling is available strictly for review purposes, not modification.
Maintain a clear and consistent read-only experience across locked BOE sections.
