Feature Request: Historical Requirement Validation by BOE Section

Summary:
Enable administrators to configure individual BOE section list values with a Requires Historical setting so that users are only prompted to provide historical actuals when the selected section requires it. This will streamline BOE submission, reduce unnecessary clicks, and improve data accuracy.

Problem Statement:
The current process requires users to first select a separate Yes/No value for historical data and then manually choose the correct BOE section list values. This creates unnecessary steps and increases the likelihood of user error. Because the historical actuals requirement is managed separately from the BOE section selection, users can make inconsistent selections or miss required historical lookups when submitting a BOE.

Proposed Solution:
Add a Requires Historical setting to each value in the BOE section list.
Route the current historical actuals Yes/No behavior through the selected BOE section value instead of requiring a separate user selection.
If a user selects a BOE section value with Requires Historical enabled, require the user to add at least one historical lookup before submitting the BOE.
If a user selects a BOE section value without Requires Historical enabled, do not require historical actuals as part of submission.
Provide clear validation messaging when a required historical lookup is missing.
