Feature Request: Title Font Locking and Settings

Summary:
Enable users to lock title font type and size in the same way body font settings can currently be locked in BOE Pro. The feature should also provide configurable title font and size settings so teams can maintain consistent formatting across documents.

Problem Statement:
Currently, BOE Pro allows users to lock the body font type and size, but the same control is not available for titles. This creates inconsistency in document formatting and requires manual title adjustments, which can be inefficient and lead to presentation issues. Without title font locking and dedicated title settings, users have less control over maintaining standardized document styles.

Proposed Solution:
Add the ability to lock title font type and size, similar to the existing body font lock functionality.
Provide separate title font and title size settings that administrators or users can configure based on document needs.
Ensure title locking applies consistently across relevant document views and editing experiences.
Allow title settings to work independently from body font settings while preserving an overall unified formatting experience.
