/EFP endpoint numerical cost data fields precision does not align with other endpoints

Description: It was verified that the/EFP endpoint indirect cost value fields' decimal precision is controlled by the proposal properties resource decimal precision field for rounding. This is of great concern because other endpoints, such as /CostDetails, do not have any sort of limitation. It would be suggested that /EFP, as well as other types of endpoints, be de-coupled from this type of limitation, allowing raw data values to be output and rounding to occur within downstream calling applications.
