Include the ability to add multiple scheduled rates to a single resource.

I would like to be able to add multiple scheduled rates to a single resource. In certain cases when a contract may have the choice between contract types, I would like to be able to include the rate deck for all scenarios and run reports to view the deltas in the rates applied. Adding this capability should also allow me to check the escalation between the current scheduled rates and historical rates.
