Lockable Product Libraries

Description: Add permissions to lock a product library. Allowing a library to remain in materials but unable to change costing and bom data

Use Case/Example: When associated costs or BOM structure changes for a product the previously quoted bom should remain intact, any adjustments should not be allowed. but the product should still be viewable.
