Remove Base Rate Labor Categories from UI

Summary:

Eliminate the Base Rate Labor Categories section/tab from the user interface and allow users to manage Base Rate values exclusively within the Base Rates section. The underlying backend table can remain in place to support existing data structures, but it should be hidden from users to simplify the workflow and reduce confusion.

Problem Statement:
Currently, the Base Rate Labor Categories section is a redundant step in the process for populating Base Rates in Rate Builder. Users must interact with an additional tab that stores Name and Description values, even though they can effectively bypass this step by entering values directly in the Base Rates section. While the section can create a pick list for later use, this benefit is limited and may actually introduce more confusion by encouraging users to select the wrong value from an unintended source. This extra step makes the workflow less intuitive and adds unnecessary complexity.

Proposed Solution:
Remove the Base Rate Labor Categories section/tab from the UI entirely.
Allow users to enter and manage all Base Rate values directly within the Base Rates section only.
Continue using the existing backend table to store and support the related data, but keep it hidden from the user interface.
Ensure any values entered in the Base Rates section continue to populate the backend data structure automatically so no existing functionality is lost.
Preserve system behavior and data integrity while streamlining the user experience.

Simplifies the workflow by removing a redundant step.
Reduces user confusion and the likelihood of selecting incorrect values.
Creates a more intuitive and efficient experience in Rate Builder.
Maintains backend support without exposing unnecessary UI complexity.
