The Ability to Turn Off Auto Refresh ProPricer Data

Description: When adding ProPricer data to a section of the Cost Volume the data fresh can be slow when there are many proposals, or the proposal is large. Add a toggle in the cost volume properties that when disabled the fields are not refreshed when selecting them or when opening the section.

Use Case/Example: The user needs to quickly insert data into the cost volume section. When fetching data from ProPricer is slow the user work can be impaired. The user needs the ability to disable the ProPricer data fetch in the Cost Volume Properties in order to speed up work.
