Feature Request: Highlighter bar placement and palette improvements

Summary:
Update the highlighting tools so the highlighter is placed directly on the bar for faster access, the shader is moved into the menu, and the highlighter includes a palette that remembers the user’s last selected option.

Problem Statement:
The current setup makes the shader more prominent by placing it on the bar, while the highlighter is hidden in a menu. This slows down access to the highlighter and makes a commonly used action less convenient. The current highlighter also lacks a palette for quick selection, and the system does not remember the user’s previous choice, leading to repeated manual setup.

Proposed Solution:
Move the highlighter out of the menu and place it directly on the bar for easier access.
Move the shader from the bar into the menu so it remains available without taking primary toolbar space.
Add a palette to the highlighter so users can quickly choose their preferred highlight option.
Remember the user’s last selected highlighter option and restore it the next time they use the tool.
