Description:

Add a popup tooltip to the BOE List that appears when hovering over the Amount, Direct Cost, or Price cells. The tooltip will show a breakdown of the cell's value by resource type.

Use Case/Example:

When a user mouses over any Amount, Direct Cost, or Price cell in the BOE List, a popup displays the total value separated by each resource type (e.g., Labor, Material, Other Direct Costs), providing quick insight into cost composition without navigating away from the list.
