Feature Request: Dela Agentive Assistant for Cost Volume Pro

Summary:
Create a collaborative agentive assistant for Cost Volume Pro that helps users plan, draft, review, and validate cost volumes across phased releases. The assistant should support governed AI interactions, provide section-level drafting guidance, enable collaborative cost volume creation, generate traceability and cross-reference outputs, and assess the final cost volume for compliance.

Problem Statement:
Cost volume creation and review are complex, manual, and time-intensive processes that require users to manage structure, content quality, compliance requirements, and traceability across many sections. Today, there is no agent framework in place to assist with this work, which limits efficiency and creates risk around inconsistent drafting, missed requirements, incomplete traceability, and compliance gaps. Without strong governance controls, any future AI support could also introduce security, access, and auditability concerns.

Proposed Solution:
Implement a phased Dela collaborative agentic system within Cost Volume Pro.
Establish a secure agent foundation with RBAC and AI-access governance so the assistant respects RAM, access tags, locked or finalized BOEs, AI-restricted proposals, and user-level permissions.
Capture a complete audit trail of all agent actions to ensure accountability and traceability.
Provide a review and drafting assistant that evaluates cost volume structure and section content against requirements, while offering real-time feedback and drafting support for individual sections.
Enable collaborative cost volume creation by allowing users to provide inputs and work with the assistant to define the cost volume setup, structure, and content plan.
Generate cost, cross-reference, and traceability tables by reviewing the full cost volume and assembling the required compliance reference outputs.
Review the completed cost volume for compliance and identify whether all required compliance metrics have been met before finalization.
