Rate Builder Endpoints for Integration Pro

Summary:
Enable Integration Pro to support Rate Builder API endpoints so teams can programmatically push and pull Rate Builder rate definitions introduced in PP9. This would allow organizations to synchronize blended rates and related rate structures with external systems instead of maintaining them manually in multiple places.

Problem Statement:
Currently, teams using Integration Pro cannot automate the exchange of Rate Builder rate definitions with external systems. This creates a manual process for maintaining blended rates and rate structures, which increases administrative effort, introduces the risk of data inconsistencies, and makes it harder to keep systems aligned as rate information changes over time.

Proposed Solution:
Add Rate Builder API endpoints to Integration Pro that allow authorized systems to retrieve, create, and update Rate Builder rate definitions.
Support the synchronization of blended rates and associated rate structures between Integration Pro and external platforms.
Ensure the endpoints follow existing Integration Pro API standards for authentication, validation, and error handling.
Provide predictable request and response behavior so teams can reliably automate rate setup and ongoing updates within larger integration workflows.
