Feature Request: Offline BOEs and BOE Section Import

Summary:
Enable users to download BOE templates, work on them offline, and later import completed BOEs or BOE sections back into BOE Pro. This feature would allow users to continue creating and editing estimates without an internet connection while ensuring their updates can be synchronized once they reconnect.

Problem Statement:
Currently, BOE Pro requires users to be online to create and manage Basis of Estimates. This creates friction for users working in environments with limited, unreliable, or no internet access. As a result, productivity is reduced, work may be delayed, and users may need to recreate or manually transfer information once they are back online.

Proposed Solution:
Allow users to download BOE templates for offline use.
Enable users to create, edit, and save BOEs or BOE sections locally while disconnected from the internet.
Provide an import capability that allows offline BOEs or sections to be uploaded back into BOE Pro once the user is online again.
Ensure imported content maps cleanly into the system and synchronizes changes without requiring users to manually re-enter data.
Include validation and feedback during import so users can identify formatting issues, missing fields, or conflicts before finalizing synchronization.
